A ROM is a load of images from a game put togever.
Each ROM acts as the Game and while the Emulator acts as the console.

Roms are a great way to test the game before buying it off the Virtual Console
Download one that you want to buy, test it and if you like it go and buy the real thing on the wii!
Each Console has a different emulator to run the ROMs
So therefore you must also have the Emulator to run them
